Strengthening Electoral officials’ knowledges on electoral integrity

Political and electoral integrity is essential to building public trust in state institutions and elected officials, both of which derive their legitimacy from elections. Electoral officials and other actors of the electoral processes therefore play a crucial role in identifying and reporting violations affecting political and electoral integrity.

To this end, the Council of Europe Office in Chisinau, in collaboration with the Centre for Continuous Electoral Training, has developed a new online training course entitled” Electoral Integrity”. The course is designed to provide professional training on political and electoral integrity to support future electoral officials in preparing for the Training Center’s certification exams.

The course is structured around levels of knowledge, application and integration. It aims to help participants to understand the concept of electoral integrity as well as the relevant international standards and national legislation. Upon completion of the course, the participants will be better equipped to apply the new acquired knowledge to prevent and sanction electoral violations. Additionally, electoral officials will have a better understanding of their own role in ensuring a fair and transparent electoral process. The course also emphasises the importance of effective cooperation with other actors involved in conducting elections.

The course comprises six chapters, starting with an introduction to integrity as a fundamental value, followed by an analysis of international standards and relevant national legislation. It also presents measures to ensure the integrity of those involved, including electoral officials, electoral contestants and voters. The financing of political parties and electoral campaigns is also addressed, concluding with a knowledge assessment test.

The activity was carried out in partnership with the Centre for Continuous Electoral Training within the Project ”Improving electoral practice in the Republic of Moldova (IEPRM) 2025-2028”, part of the Council of Europe Action Plan for the Republic of Moldova 2025-2028.
