Retour Moldovan magistrates advance skills in combating illegal political financing and vote buying

Moldovan judges and prosecutors are now better prepared to investigate and settle criminal cases related to illegal financing of political parties, initiative groups, electoral contestants and vote buying. Nearly 20 professionals from all over the country participated in a training session to enhance their skills.

The training covered key aspects of the Republic of Moldova’s revised electoral legislation, alongside practical ways and modern investigating methods for detecting and prosecuting illegal political financing, gathering evidence, including cryptocurrency transactions. It also focused on criteria for determining individual liability, peculiarities of the judicial settlement, as well as legislative novelties such as “camouflaged electoral blocs,” use of intermediaries, misuse of administrative resources in political and electoral campaign financing. Case studies from the 2024 presidential and the 2025 parliamentary elections helped illustrate these evolving challenges.

The training fostered active peer exchange, alongside representatives from the Central Electoral Commission, allowing magistrates to enhance their relevant knowledge and practical skills.

This activity was organised within the Council of Europe project “Improving electoral practice in the Republic of Moldova (IEPRM) 2025–2028” in partnership with the National Institute of Justice and Central Electoral Commission of the Republic of Moldova.
