Retour Capacity building workshop enhanced financial management and reporting for Moldovan political parties and auditors

Around 30 representatives of political parties, auditors and the Central Electoral Commission participated in an explanatory session on the newly adopted Methodology on agreed-upon procedures for the financial management of political parties. This new methodology was developed in 2025 with the support of the Council of Europe Office in Chisinau.

The session provided participants with in-depth understanding of the conceptual framework and scope of the methodology. They also clarified the role and responsibilities of all stakeholders involved and outlined agreed-upon procedures and reporting requirements. Emphasis was placed on the consistent and objective identification, documentation and reporting of factual findings as a necessary condition for ensuring transparency and reliability in the presented financial reports.

A dedicated panel facilitated detailed discussions about expectations of the Central Electoral Commission, political parties, and auditors regarding reports on agreed-upon procedures for the political parties who have revenue or expenditure over 1 million MDL. This new Methodology entered into force since December 2025.

The activity was carried out in partnership with the Central Electoral Commission within the Project ”Improving electoral practice in the Republic of Moldova (IEPRM) 2025-2028”, part of the Council of Europe Action Plan for the Republic of Moldova 2025-2028.
