A tool to enhance the protection of the rights of national minorities: work in progress

On 22 July, the Council of Europe Office in Pristina organised 2nd meeting between the Technical Working Group responsible for implementing the recommendations of the Framework Convention for the Protection of National Minorities (FCNM) and the CoE expert tasked with developing a monitoring and reporting tool to support institutions in reporting on the implementation of FCNM recommendations. The Working Group, led by the Director of the Office for Good Governance (OGG), Prime Minister’s Office, Mr. Habit Hajredini, provided feedback on the proposed tool to ensure it effectively responds to the needs of institutions involved in the reporting cycles.

More specifically, the representatives of the institutions, members of the Technical Working Group, discussed with the expert the most relevant indicators to be included in the tool to best reflect the level and quality of implementation of the recommendations of the FCNM, as well as to highlight areas where further progress is needed. Participants agreed on the next steps to be undertaken, including a further round of consultations prior to the consolidation of the monitoring and reporting tool.

This activity is part of the project "Fostering Societal Cohesion by Reinforcing Minority Rights and Minority Languages." The development of the tool will include an analysis of the current reporting processes related to the implementation of the FCNM, as well as a series of consultation meetings with the Office for Good Governance and representatives of the Technical Working Group on FCNM implementation.
