The Action “Fighting ill-treatment and impunity and enhancing the application of the ECtHR case-law on national level - FILL”, was launched on 24 November 2016 in Podgorica, as a part of the Joint Horizontal Facility Launching Event which focused on all six Actions that will be implemented in Montenegro from May 2016 to April 2019.
The opening session included the interventions of H.E. Ambassador Aivo Orav, the Head of Delegation of the European Union to Montenegro and Ms Pilar Morales Fernández-Shaw, the Head of Programming Department of the Council of Europe as well as of the State institutions that will benefit from the forthcoming Actions: President of the Constitutional Court, President of the Supreme Court, Chief State Prosecutor, Minister of Education, Deputy Minister of Justice and Director of the Agency for Anti-Corruption.
The Council of Europe, through this Action, will assist the local authorities in strengthening the judicial institutions and the rule of law, thus ensuring that human rights of the people under the jurisdiction of Montenegro are better respected.
On behalf of the FILL Action, Daniel Schmidt, Head of the Eastern Europe and Turkey Unit participated and provided a detailed description of the Action.
The event was attended by approximately 100 representatives of beneficiary institutions, civil society and other international organisations and was largely covered in local and regional media.
