The action “Quality education for all - Montenegro” proposes a series of complementary measures at policy, grassroots and regional levels in higher education and in pre-university education, developed to improve quality education, as well as to ensure everyone has access to it.

The action is implemented within the joint programme of the European Union and the Council of Europe “Horizontal Facility for the Western Balkans and Türkiye”, running from 2023 until 2026.

What is the goal and objective of the action?

  • To foster non-discriminatory quality education for all learners in Montenegro through promoting inclusive, democracy and ethics principles and related emergency response at pre-university and higher education level;
  • to improve ensuring equity and inclusion in education during and post-COVID-19 era among all educational actors in Montenegro;
  • to strengthen and consolidate ethical dimension in higher education.

Who benefits from the action?

  • Ministry of Education of Montenegro, the Bureau for Educational Services;
  • primary and secondary schools including teachers and school management, students, parents and their communities;
  • Ethics Committee, University of Montenegro, private universities and students’ organisations.

How does the action work?

  • Through providing technical assistance and capacity building of relevant institutions, primary and secondary schools;
  • by delivering training to teachers, students, parents, community members and social service providers;
  • by providing support to target groups through advice and guidance, curriculum development, studies and publications development, community awareness raising, digital solutions design and peer exchange;
  • it builds on the results of co-operation under previous two phases of the programme: action “Strengthen integrity and combat corruption in higher education” and “Fostering a democratic school culture” (2016-2019) and  action “Quality education for all” (2019-2022).

What do we expect to achieve?

  • To inform and educate teachers, students, parents and the general public about the importance of accessibility and equity of inclusive education for all children through activities oriented towards respect for diversity, combating stigma, development of empathy, tolerance, co-operation, accountability, digital citizenship and development of other democratic competences.;
  • inclusive education environment stimulated both at pre-university and higher education level;
  • reinforced institutional capacities in addressing ethics in higher education;
  • to enable the people to grasp what it really means to be an active citizen in today’s connected world.

What is the budget of the action?

The total budget of the action is 850 000 EUR.

The budget allocated to the overall Horizontal Facility programme amounts to ca. 41 Million EUR (85% funded by the European Union, 15% by the Council of Europe).
