As part of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye” , action on “Combating hatred and intolerance in Montenegro”, which aims to strengthen efforts against discrimination, hatred, and intolerance in Montenegro, the Council of Europe is seeking local consultants with expertise in legal, policy, and/or awareness-raising strategies to address homophobia, lesbophobia, transphobia, anti-gypsyism and other related forms of discrimination in line with European standards and practices.
In this respect, the Council of Europe intends to establish a pool of consultants with in-depth knowledge in these areas. Interested consultants are invited to apply and submit their offer for the provision of services in line with the Tender File and the Act of Engagement below, which contain a full description of the terms and conditions of engagement and the scope of activities.
