Participatory status for INGOs: conditions and clarification

In the context of the current call for applications for the granting of participatory status with the Council of Europe, it should be noted that this procedure is addressed to organisations that do not currently hold this status.

Participatory status involves ongoing cooperation with the Council of Europe and is not subject to renewal through an application process. It is maintained on a long-term basis, subject to compliance with the conditions set out in Resolution CM/Res(2016)3, and is subject to review every 4 years. The latest evaluation procedure, recently completed, has led to an update of the list of INGOs currently holding participatory status, available in the database on the website of the Conference of INGOs (CINGO). NGOs that have lost the status have been duly informed. Loss of the status was mostly a consequence of lack of active contribution to Council of Europe activities and non-participation in the quadrennial review.

To date, 267 organisations enjoy participatory status.

As a reminder, INGOs holding participatory status must comply with the rules set out in Articles 2. and 4 of the Annex to the Resolution

The next evaluation will take place in early 2028 and will cover the period 2024–2027.
