The Programming Committee on Youth (CPJ) expressed its full support to the reform process of the European Youth Foundation (EYF) and approved key activities and EYF grants for 2026.
At the 53rd meeting held on 16-17 June 2025 at the European Youth Centre in Strasbourg, the CPJ reviewed the final draft of the revised Operational Regulations of the European Youth Foundation (EYF) and expressed its strong support to the reform process. The reform process is planned to be concluded in the second half of 2025 when the Committee of Ministers of the Council of Europe examines the regulations with the aim of approving them.
At the meeting, the Committee approved the programme of activities for the European Youth Centre in Strasbourg and Budapest for 2026. The Committee also made decisions regarding study sessions to be held at the European Youth Centres and grants from the European Youth Foundation (EYF) for 2026.
The CPJ awarded grants amounting to 931,316.68 EUR to support 11 international activities and 12 annual work plans for 2026. The Committee approved study sessions for 14 organisations to take place in the first semester of 2026, subject to the budgetary decisions of the Committee of Ministers in November 2025.

As regards the programme and budgetary allocations of the European Youth Centres (EYCs) for 2025, the CPJ agreed to place first on the list of priorities the participation of the Advisory Council of Youth representatives in the Youth Event associated with the 10th Conference of Ministers for Youth in Malta (8-9 October 2025), as well as the Human Rights Education Forum (9-11 December 2025).
The next 54th meeting of the CPJ will take place on 15-16 December 2025 in Budapest.
The Programming Committee on Youth (CPJ) is part of the youth sector of the Council of Europe. It is a co-managed body that includes representatives of youth civil society organisations and governmental institutions across Council of Europe member states.
