Objectives of the EYF reform

The European Youth Foundation (EYF) reform aims to maintain the EYF as a key instrument of the youth sector that spearheads the work of the Council of Europe with youth civil society, and which remains fit for its mission within the larger context of the Council of Europe.

From March 2022

Consultations with youth organisations at international level and internal coordination in the youth sector on the reform steps

January 2024

Establishment of a working group of the EYF with the DLAPIL - the Council of Europe's Legal Advice and Litigation Department, to accompany the reform process 

April 2024

Presentation of the EYF reform at the 50th meeting of the Joint Council on Youth

Decision of the Joint Council on Youth to establish a CMJ reference group for the EYF reform 

May - July 2024

Open consultation on the EYF reform to collect inputs about the EYF future

June - September 2024

Study on the trends in young people's engagement in civic and democratic life

Study on good practices of donors supporting civil society

11 - 12 September 2024

Consultative meeting on the EYF reform

51st meeting of the Joint Council on Youth

Examination of the new operational regulations by the Joint Council on Youth

17 June 2025

Programming Committee on Youth endorses the new operational regulations and submits the document for approval to the Committee of Ministers of the Council of Europe

24 September 2025 

Adoption the new Operational Regulations by the Committee of Ministers of the Council of Europe.

Starting from Autumn 2025

Roll-out of the reform with guidelines for applicants, information and capacity building for youth organisations on the main changes in grant making procedures.

24 December 2025

Entry into force of the new Operational Regulations.

Spring 2026

Launching of the new online grant-making system of the EYF and the first calls for proposals.

 Connected processes

At the same time as the work on revising the regulations, the EYF is updating its online granting and management system. It is expected that a new granting system will be developed in first half of 2026, to allow to factor in any new aspects that the EYF reform will bring.

Following the 4th Summit of the Council of Europe Heads of State and Government in 2023, it is expected that a youth perspective is introduced in the proceedings of the Council of Europe. The EYF reform is also linked to the process of the youth perspective and the role of youth organisations in this respect is indisputable.
