Important information for producers – exploitation of Eurimages films in the Russian Federation

Supported producers and potential applicants are asked to please note the following information on the commercial exploitation of films supported by Eurimages in the Russian Federation. 

Following its full-scale aggression against Ukraine, the Russian Federation, a member State of Eurimages since 1 March 2011, was excluded from the Council of Europe on 16 March 2022 and subsequently from Eurimages, pursuant to decisions by the Committee of Ministers of the Council of Europe.

In the light of recent evolutions in the geopolitical situation surrounding the full-scale aggression by the Russian Federation on Ukraine, the lengthy duration of the conflict and its tragic consequences, and taking into account the continued exploitation of Eurimages-supported films in the Russian Federation and the negative consequences of multi-territory licensing covering the Russian Federation and other Eurimages member States for the availability of Eurimages films in those member States, the Board of Management has instructed the Secretariat of the Fund to:

  • systematically inform all potential applicants to the co-production support programme that the Board discourages the exploitation of Eurimages-supported films in the Russian Federation
  • encourage producers of projects supported under the Eurimages co-production support programme to retain the rights to the Russian Federation when licensing territories to sales agents or other third parties.

For further information, producers of supported projects should contact the Project Manager in charge of their project.  Producers preparing applications for the 9 September 2025 deadline can send an email to [email protected] and an available project manager will contact them.
