Public consultation on CM Recommendation on Combating Hate Crime

The public consultation on the draft text of the Committee of Ministers Recommendation on Combating Hate Crime is open from 26 May to 3 July 2023. This recommendation will provide non-binding guidance for member states and other key stakeholders on a comprehensive approach to addressing hate crime within a human rights framework.

According to the mandate given to the Expert Committee on combating hate crime, (PC/ADI-CH), the Recommendation will build on the relevant case-law of the European Court of Human Rights and complement and advance existing Council of Europe and international standards in the area of hate crime. The Recommendation will take a comprehensive approach to the issues related to hate crime, in particular to proper investigation, assistance to victims, and prevention. It will also attempt to identify key contextual factors which lead to violence motivated by bias and prejudice in order to prevent and address this phenomenon.

The Committee of Experts on combating hate crime (PC/ADI-CH) is subordinated to the European Committee on Crime Problems (CDPC) and the Steering Committee on Anti-Discrimination, Diversity and Inclusion (CDADI) of the Council of Europe.
