Strengthening Police ability to investigate hate speech in the North of Moldova

A two‑day training strengthened the ability of 27 police officers from the northern region of the Republic of Moldova to effectively document and investigate hate speech cases in line with European best practices. The activity is part of broader efforts to consolidate the capacity of law enforcement authorities to respond effectively to discrimination and hate‑motivated incidents, building on earlier training events held on 21–22 May, on 5–7 August and 10-11 December 2025.

The sessions were led by professionals trained during the first phase of the project, ensuring continuity and the use of a methodology adapted to the national context. Over the two days, officers analysed case studies from the Republic of Moldova, reflected on practical challenges, and refined their investigative skills, strengthening their ability to distinguish between protected expression and speech that may constitute a criminal offence. They also discussed various forms of hatred, including homophobia, racism, antisemitism, xenophobia and sexism, and examined how these can manifest in cases handled by law enforcement.

The programme reviewed the national legal framework, including key provisions of the Criminal Code and the Contravention Code, and how Moldovan legislation aligns with European standards to ensure consistent application in practice. The event further provided an opportunity for officers from northern Police Inspectorates to exchange experience and good practices in analysing and documenting different forms of hate speech.

The initiative contributes directly to the implementation of country-specific recommendations issued by the European Commission against Racism and Intolerance (ECRI), and supports the principles outlined in Recommendation CM/Rec(2022)16 on combating hate speech.

In the context of the EU accession process, the activity also contributes to the implementation of the National Program for the Republic of Moldova’s Accession to the European Union for the period 2025–2029, section 23.3 Fundamental rights.


This event was organised in cooperation with the General Inspectorate of Police and the Council of Europe project "Enhancing diversity and equality in the Republic of Moldova-phase II", within the framework of the Council of Europe Action Plan for the Republic of Moldova 2025-2028.
