Legal Professionals Mobilised against Hate Speech in the Republic of Moldova

A new group of trainers was established following the completion of a three-day specialised Training of Trainers on Combating Hate Speech, envisaged for legal professionals from the General Police Inspectorate, Academy ’’Stefan cel Mare’’, National Institute of Justice and Union of Advocates of the Republic of Moldova.

The professionals acquired advanced knowledge and tools essential for identifying, documenting, and responding to hate speech incidents within the Republic of Moldova's legal framework, but learned how to disseminate the acquired expertise to peer colleagues.

Through interactive sessions and practical case studies, including jurisprudence from the European Court of Human Rights, they explored the fine balance between freedom of expression and protection against incitement to hatred.

This initiative marks a strategic step forward in enhancing Moldova’s institutional readiness to address hate speech, especially during sensitive electoral periods, in line with the European standards, including European Commission against racism and Intolerance (ECRI) General Policy Recommendation No. 15 on combating hate speech and the Committee of Ministers’ Recommendation CM/Rec(2022)16 on combating hate speech.

This event was organised in partnership with the General Police Inspectorate, within the framework of the Council of Europe Action Plan for the Republic of Moldova 2025 2028 and as part of the Council of Europe project “Enhancing diversity and Equality in the Republic of Moldova – phase II’’.
