On 6–7 November 2025, the CEPEJ organised a workshop with lawyers from the State Advocacy in Kosovo to strengthen efficiency and quality in administrative justice through the implementation of the new law on administrative disputes and the CEPEJ Guidelines on the Quality of Jurisdictional Debate. Stergios Kofinis, Administrative Judge at the First Instance Administrative Court of Thessaloniki and member of the CEPEJ Working Group on the Quality of Justice, presented the Guidelines, emphasising the importance of clear, concise, and well-structured written pleadings to help judges resolve cases more efficiently. European good practices on reducing administrative case backlogs were also presented. Improving efficiency in administrative justice remains a priority of the Rule of Law Strategy adopted by Kosovo in August 2021. The new law on administrative disputes, which entered into force in January 2025, seeks to make administrative proceedings more efficient through written procedures, mediation, and fewer retrials. This workshop directly supports efforts to address one of the main challenges identified in the Strategy: the excessive length of administrative proceedings.
This activity is organised by the KoSEJ III action “Strengthening the Quality and Efficiency of Justice in Kosovo”, which is part of the joint programme entitled "Horizontal Facility of the Western Balkans and Turkey III", co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
