On 3-4 July 2025, a two-day training brought together 35 judicial inspectors of the High Justice Inspection of Albania (HJI) and CEPEJ experts for an in-depth exchange on the recently approved CEPEJ Guidelines on evaluation of the quality of work of judges and the ones on the effective time management of prosecution services.
The HJI inspectors and assistant inspectors were introduced to the guiding principles for the evaluation of judges and the transparency of the evaluation criteria, and specifically in relation to the principle of the independence of judges.
They also have worked along the concept of the time management and definition and establishment of timelines and caseload for prosecutors.
The participants reflected on how these Guidelines and principles could be adapted to the national context, with the aim to identify actionable steps to further strengthen the institutional capacity of the Inspection and to improve the quality of the inspections on the spot.
The activity was organised by the action Strengthening the Quality and Efficiency of Justice in Albania (SEJ IV) in the framework of the European Union/Council of Europe joint programme Horizontal Facility for the Western Balkans and Türkiye (Horizontal Facility III), co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
