The European Commission for the Efficiency of Justice (CEPEJ) is organising a mission in Albania to improve the efficiency of the judicial system and strengthen data collection and analysis tools.
From 28 to 31 January 2025, the CEPEJ will hold a series of meetings in Albania with representatives from the Ministry of Justice and judicial institutions (High Councils of Judges and Prosecutors, Office of the Prosecutor General, High Inspector of Justice, and the National Chamber of Mediation) to discuss how judicial statistics are collected and used in the Albanian judicial system.
There will also be a visit to the district courts of Tirana and Durrës to discuss ways of improving judicial efficiency within the courts to better meet the needs of users. Discussions will focus in particular on how to better deal with the backlog of cases, implement satisfaction surveys and modernise IT systems through the development of digital tools such as the online notification platform for lawyers. This platform aims to strengthen communication between the courts, lawyers and users through real-time notification of summonses and court decisions, with the main objective of reducing procedural delays and optimising the participation of all stakeholders.
Finally, the mission will also include bilateral exchanges with the office of the European Union delegation in Albania, as well as experts from the EU4Justice project, with a view to coordinating actions and identifying new prospects for cooperation.
The activity is co-organised by the action Strengthening the Quality and Efficiency of Justice in Albania (SEJ IV) and the Dashboard Western Balkans in the framework of the European Union/Council of Europe joint programme Horizontal Facility for the Western Balkans and Türkiye (Horizontal Facility III), co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
