Strengthening the Efficiency and Quality of Justice in Bosnia and Herzegovina (BiHSEJ)

The project is co-funded by the European Union and the Council of Europe, and is implemented by the Council of Europe.

 

Context of the project

The project “Strengthening the efficiency and quality of justice in Bosnia and Herzegovina” aims to support the justice system of Bosnia and Herzegovina in improving of its efficiency and quality in accordance with the standards and tools developed by the CEPEJ.

Project’s objectives

Efficiency and quality of the justice system of Bosnia and Herzegovina will be strengthened  (including support in shortening the length of proceedings and in reducing the backlog). The capacities for collecting, processing and analysis of data on the functioning of the judicial system and judicial statistics according to the CEPEJ methodology will be supported, in strong coordination with the CEPEJ Dashboard WB action. Justice professionals’ capacities on topics related to efficiency and quality of justice will be strengthened, in line with CEPEJ standards and tools.

Main activities

  • Recommendations on implementing the CEPEJ tools on efficiency of justice, quality of justice, mediation and cyberjustice, followed by capacity building activities.
  • Capacity building activities in the area of judicial training on court efficiency and quality, based on CEPEJ tools and methodologies.
  • Workshops to improve the collection, processing and analysis of data on the functioning of the judicial system and judicial statistics according to the CEPEJ methodology (in coordination with Dashboard WB Action).

Back Dedicated CEPEJ panel at the Court Presidents Conference in Bosnia and Herzegovina

Dedicated CEPEJ panel at the Court Presidents Conference in Bosnia and Herzegovina

The 20th Court Presidents Conference, one of the most important events during the judicial year in Bosnia and Herzegovina (BiH) and organised by the High Judicial and Prosecutorial Council (HJPC) of BiH, was held on 1 April 2026 in Teslić. The event brought together key judicial stakeholders and international partners to address main aspects and issues in the justice system, among which the processing of longest pending cases.  Special attention was paid to the CEPEJ presence and work in BiH during a dedicated panel.

The participants discussed data-based approaches to improving the effectiveness and transparency of the judicial system, including through the judicial performance dashboards developed by the CEPEJ for all courts in BiH, and potential application of the CEPEJ cyberjustice tools in the context of BiH.

The latest indicators for BiH from the 2025 report of the “Dashboard Western Balkans” evaluation exercise were presented by the CEPEJ national correspondent in BiH, with specific focus on budgetary issues, and the court presidents exchanged on the data and the method of calculating of the disposition time in various types of proceedings.

The CEPEJ is implementing the action “HFIII: HF 4 - Strengthening the Efficiency and Quality of Justice in Bosnia and Herzegovina (BiHSEJ)”, which is part of the joint programme entitled "Horizontal Facility for the Western Balkans and Türkiye III", co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
