CEPEJ Meeting with Moroccan Pilot Courts: Presentation of the Visit Report and Court Coaching Perspectives

On 2 and 3 February 2026, the CEPEJ organized a meeting dedicated to presenting the report resulting from the visits carried out in 2025 by its experts in the Moroccan pilot courts. These visits made it possible to put into perspective the practices of the courts regarding efficiency, the quality of justice, and human resources, in light of CEPEJ’s tools and methodology. This initiative aims to support the pilot courts in improving their organization, accessibility, and the quality of the services provided to citizens.

This session brought together, in the presence of the High Council of the Judiciary (CSPJ), the Presidency of the Public Prosecutor’s Office and the Ministry of Justice, the representatives of the five pilot courts involved in the process: the Rabat Court of Appeal, the Rabat Court of First Instance, the Casablanca Administrative Court, the Fez Commercial Court, and the Marrakech Court of First Instance.

The CEPEJ experts presented several recommendations to the courts with a view to defining concrete actions within the framework of a support and court-coaching program. A workshop on judicial communication was also held to present its fundamental principles, identify the specific challenges faced by the pilot courts, and develop good practices in relations with the media, drawing on the CEPEJ’s tools and methodologies.

This activity is part of the project “Towards a More Protective, Accessible, and Effective Justice in Morocco (MA-JUST)”, co-funded by the European Union and the Council of Europe, and implemented by the latter.
