The first online notification platform was launched in Tirana on 7 October 2022 at the premises of the High Judicial Council with the participation of representatives from the Tirana District Court and Bar national Association. It addresses one of the systemic issues in the Albanian judiciary by ensuring a real-time communication for all lawyers and court users and detailed information on summons and judicial notifications in compliance with the current legal provisions.The platform that was tested in late June 2022, before a phase of capacity building of the staff of the Tirana District Court, should improve the process of holding scheduled court hearings, optimise human resources and increase the cost-effectiveness of the judicial system. All the speakers emphasized the importance of the digital tools in ensuring an effective participation of all interested parties and the public and the reduction of the length of proceedings ensuring the citizens’ right to a fair trial within reasonable time and the compliance with Article 6 of the European Convention of Human Rights.The platform is an initiative of the High Judicial Council, supported by the joint European Union and Council of Europe Action “Strengthening the quality and efficiency of justice in Albania” (SEJIII) under the “Horizontal Facility for the Western Balkans and Turkey 2019-2022”.
Council of Europe European Commission for the efficiency of justice (CEPEJ)
In setting up the European Commission for the Efficiency of Justice (CEPEJ) at the end of 2002, at the initiative of the European ministers of Justice who met in London (2000), the Committee of Ministers of the Council of Europe wanted to establish an innovative body for improving the quality and efficiency of the European judicial systems and strengthening the court users’ confidence in such systems.
The CEPEJ develops concrete measures and tools aimed at policy makers and judicial practitioners in order to:
- Analyse the functioning of judicial systems and orientate public policies of justice
- Have a better knowledge of judicial timeframes and optimize judicial time management
- Promote the quality of the public service of justice
- Facilitate the implementation of European standards in the field of justice
- Support member states in their reforms on court organisations
The CEPEJ also contributes with specific expertise to debates about the functioning of the justice system in order to provide a forum for discussion and proposals and bring the users closer to their justice system. (Read more)
