The new CEPEJ Working Group on the effectiveness of judicial proceedings (CEPEJ-GT-EFF) held its first meeting on 30 March and 1 April 2026 at the premises of the Limburg District Court in Maastricht, the Netherlands, at the invitation of its President, who also hosted the 19th meeting of the CEPEJ Network of pilot courts.
Ivan Crncec (Croatia) was elected President of the group, whose other members are Ana Bilic Andrijanic (Bosnia and Herzegovina), Francesco Depasquale (Malta), Ombeline Mahuzier (France), Sabine Matejka (Austria), and Pawel Wrzaszcz (Poland).
The CEPEJ has entrusted the working group with the mandate to develop tools to ensure that judicial activities are effective for users of justice. Its work will initially focus on four areas: court management, organisation and training, measurement of workload in courts, reduction of judicial backlog, and enforcement of court decisions.
Discussions during the meeting focused on preparing guidelines for the implementation of workload measurement systems in courts, as well as on a study concerning ways to reduce the duration of the various phases of civil proceedings. This study examines the causes of delays and measures to address them at each stage, based on the practices and experience of CEPEJ pilot courts from eight countries.
