The CEPEJ raises awareness in the Republic of Moldova on the need to focus judicial proceedings on users

A workshop dedicated to strengthening the central role of users in judicial proceedings in the Republic of Moldova, was carried out on 11 December 2025.

The event brought together around 40 representatives from all levels of the judiciary, National Institute of Justice and Agency for Digitalization in Justice and Judicial Administration. The discussions emphasized the need to better consider the needs of users in judicial proceedings, in particular by reducing unnecessary formalities, guaranteeing procedural rights, improving access to information, communicating more clearly, and encouraging personal participation in proceedings, especially by vulnerable groups.

During the workshop, the preliminary findings and recommendations of an assessment of the degree of compliance of the national legal framework and judicial practices in the Republic of Moldova with the CEPEJ Guidelines on the centrality of the user in legal proceedings in civil matters and on the simplification and clarification of language with users, were presented and discussed.

The workshop participants expressed keen interest in implementing its recommendations and supported the continuation of consultations and thematic discussions within a working group aimed at further strengthening the centrality of users and developing national guidelines on simplifying and clarifying the language used in relations with court users.

This activity has been organised within the framework of the Project “Support to further modernisation of court management in the Republic of Moldova, funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance III (2023-2027).
