The CEPEJ is organising a webinar on case-weighting in judicial systems in co-operation with the Ministry of Justice of Poland

On 2 October 2026, the CEPEJ and the Polish Ministry of Justice organised a webinar on systems for measuring the workload in courts. Around 140 representatives from the Polish Ministry of Justice, heads of courts and Polish judges took part in the event.

Discussions focused primarily on the methodology for case-weighting, a tool for measuring workload which takes into account the complexity of cases. Francesco Depasquale (Malta), President of the CEPEJ, and Sławomir Pałka, Undersecretary of State at the Polish Ministry of Justice, opened the meeting.

The President of the CEPEJ, Francesco Depasquale, opened the seminar by noting that: “The case-weighting system is not a panacea; nevertheless, it is a management and planning tool that can contribute to the effective administration of justice.”

The webinar highlighted experiences from across Europe: Christian Altgen, a judge at the Cologne Court of Appeal (Germany); Sabine Matejka, President of the Floridsdorf District Court in Vienna (Austria); Cosmin Sterea-Grossu, President of the Tribunal of Bucharest, and Claudiu Marian Drăgușin, a judge and elected member of the Superior Council of Magistracy (Romania), as well as Ludvig Olsson, a representative of the Prosecution Authority (Sweden), presented the advantages and challenges associated with the implementation of their national systems.

Ms Anna Wypych-Kniec, Director of the Analysis and Strategy Department at Poland’s Ministry of Justice, presented a system designed to collect statistical data on the efficiency within the courts in Poland.

During these discussions, the CEPEJ also presented its case-weighting tool, which sets out the various steps required to develop, implement and review a workload measurement system. Discussions focused in particular on the objectives pursued, data collection, the definition of a case-weighting formula, as well as the implementation, use and sustainability of case-weighting systems.
