The CEPEJ continues its work at its 46th plenary meeting

The CEPEJ will hold its 46th plenary meeting on 18 and 19 June in Šibenik, Croatia, in the presence of Ivan CRNČEC, State Secretary at the Croatian Ministry of Justice, Public Administration and Digital Transformation.

At this meeting, the Working group on the evaluation of judicial systems will present the progress made in preparing the CEPEJ’s next evaluation report, which is due to be published in December 2026, based on 2025 data. This will be the first report published in an electronic and interactive format and will, from now on on an annual basis, present an analysis of European trends in the field of justice, as well as more detailed country profiles comprising a brief analysis of the situation of each national judicial system and the relevant indicators enabling the country to be compared with other Council of Europe member states. This Report forms part of the implementation of the reform of the CEPEJ’s evaluation cycles, which aims to provide European public decision-makers with the most recent, reliable and relevant statistical data on judicial systems.

Furthermore, the Working group on the quality of justice will present draft guidelines on the quality of interpretation in court proceedings. This document sets out best practices and principles to be observed to ensure reliable and effective interpretation in court.  It emphasises the importance of human expertise in the context of the increasing digitalisation of interpretation services.

The Working Group on the Effectiveness of Justice will present a study on the duration of the various stages of civil proceedings, which aims to identify the stages common to civil proceedings across different European judicial systems and, in doing so, the factors contributing to delays, whilst proposing effective practices likely to improve the efficiency of the various procedural stages.

The Working group on Cyberjustice and artificial intelligence will present its report on the use of artificial intelligence in the field of justice, drawing on the work of the CEPEJ Resource Centre in this area. Discussions are also planned regarding a draft model training programme on new technologies, designed to equip judges with the tools to navigate and play a leading role in environments undergoing rapid digital transformation.

This plenary meeting of the CEPEJ will also feature the presentation of Junior European Crystal Scales of Justice Prize. This prize, awarded every two years by the CEPEJ and the Faculty of Law of Strasbourg, recognises teams of students invited to defend one of the winning projects of the 2025 Crystal Scales of Justice Prize and to highlight, through legal analysis and research, the innovative aspects of the project and examine its potential transposition in a different context or country.

Through this 46th plenary meeting, CEPEJ reaffirms its leading role in the modernisation and improvement of judicial systems across Europe by placing innovation, quality and the efficiency of judicial proceedings at the heart of its work.
