A videoconference meeting was held on 24 July 2025 between the heads of divisions of the Supreme Council of the Judiciary (CSPJ) of Morocco and the European Commission for the Efficiency of Justice (CEPEJ), including Mr Jacques Bühler (Switzerland), expert, and Ms Guergana Lazarova-Dechaux, member of the Secretariat responsible for evaluating judicial systems.

The purpose of this meeting was to initiate potential cooperation between CEPEJ and CSPJ regarding the development and implementation of performance and quality indicators related to the functioning of the judicial system and the activity of judges.

The discussions focused on the indicators currently used by the CSPJ, their methodological foundations, and the data collection procedures necessary for their establishment. These indicators were compared to those used by CEPEJ in its evaluation of European judicial systems.

Key topics addressed included the importance of clearly identifying needs to determine the purpose of each indicator, the constant attention required to ensure data quality, the need to regularly assess the relevance of indicators, and their interpretation considering realities on the ground.

At the conclusion of the meeting, it was agreed that further activities would be planned to provide targeted support to the CSPJ in improving and optimizing its performance indicators. This would include enhancing the clarity of existing indicators, improving the quality of collected data, and strengthening the connection with case-weighting systems that could be implemented in courts.
