The CEPEJ Working Group on the Effectiveness of Judicial Proceedings (CEPEJ-GT-EFF) held its second meeting in Strasbourg on 27 and 28 October 2026.
The Group examined a draft of revised guidelines on enforcement in civil and commercial matters. These build on the existing guidelines, adopted in 2009, which aim to support the implementation of the Committee of Ministers’ Recommendation on the enforcement of judicial decisions.
The Group also examined draft guidelines proposing a methodology for establishing workload measurement systems in courts.
The Group discussed practical ways to strengthen the Resource Centre on Backlog Reduction Practices, which currently brings together around 70 practices from States.
Finally, the Group continued its work on court management, organisation and training. Experts from the Robert Badinter Institute (France), the French National School for the Judiciary (ENM) and the European Judicial Training Network (EJTN) took part in these discussions.
