Non-Judge staff of all Albanian first instance courts trained by the CEPEJ on judicial time management

A series of trainings on judicial time management tools organised by the CEPEJ in cooperation with the High Judicial Council of Albania for non-judge staff was completed with the last training in Korca on 1 December 2023. These trainings took place in the framework of the reorganization of courts in line with the new judicial map, in in Vlora, Tirana, Saranda, Shkoder and Korca and involved 150 of the non-judge staff, including chancellors, legal advisors and judicial secretaries from all first instance courts of Albania.

Non-judge staff familiarised themselves with the CEPEJ tools on judicial time management and with aim for  these tools to be used in their daily work with aim to increase the efficiency of the court. Particular focus was given to the understanding and use of judicial statistics and involvement of non-judge staff in different stages of the judicial process in order to ensure that it takes place within a reasonable time.

In addition, the participants discussed good practices existing in their courts and aimed at improving court performance. These good practices will be communicated to the Court Councils and to the High Judicial Council, with aim to identify the ones which could be spread to other courts.

The activity was organized by the action Strengthening the Quality and Efficiency of Justice in Albania (SEJ IV) in the framework of the European Union/Council of Europe joint programme Horizontal Facility for the Western Balkans and Türkiye (Horizontal Facility III), co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
