Modernisation of the Evaluation Report of Judicial Systems on the agenda of the CEPEJ Working Group on Evaluation of Judicial Systems meeting (CEPEJ-GT-EVAL)

The Working Group on Evaluation of Judicial Systems of the CEPEJ (CEPEJ-GT-EVAL) held its 51st meeting in Strasbourg on 9-10 February 2026. The main objective was to prepare the upcoming European Judicial Systems Evaluation Report, scheduled to be published in December 2026, based on 2025 data. This will be the first report developed under the recently launched reform of the CEPEJ evaluation cycles, which aims, in particular, to move to annual data collection, while ensuring that the data gathered are strictly focused on the key contemporary challenges of direct relevance to justice in Europe.

The three main parts of the forthcoming Report, namely a European analysis including a set of various indicators, detailed country profiles, each preceded by a short analysis of the national judicial system, and the CEPEJ-STAT database, which have been significantly revised as part of the reform, were discussed and finalised during the meeting.

The Working Group, in its new composition resulting from the 2026-2028 mandate as approved by the CEPEJ at its last plenary meeting in December 2025, also examined the introduction of new indicators for the 2026 evaluation cycle, in addition to those on efficiency and the impact of new technologies. The Group further discussed possible topics for thematic reports, that the CEPEJ has decided to prepare in the future, based on data collected in line with the CEPEJ methodology, focusing on topics of shared relevance for European judicial policies, without necessarily being published annually.

Finally, the status and possible evolution of the cooperation with the European Commission, in the context of the European Union Justice Scoreboard, the Western Balkans and Eastern Partnership Dashboards, were also addressed.

As it has done on several occasions since the launch of the evaluation exercise more than 20 years ago, the CEPEJ Working Group strives to update and modernise its various activities, which constitute key tools made available by the CEPEJ to member States, in order to ensure they remain relevant and useful for public decision-makers in the field of justice.
