On 7 September 2026, the Bureau of the European Court of Human Rights (ECHR) and Judge Biancheri, the judge elected to represent Monaco and who also acts as the point of contact between the ECHR and the CEPEJ, met with the CEPEJ Bureau to identify areas for joint action.

The President of the CEPEJ, Francesco Depasquale, recalled the mandate entrusted to the CEPEJ by the Committee of Ministers 25 years ago to help relieve the backlog at the European Court of Human Rights by proposing effective solutions to Member States to prevent breaches of Article 6 of the European Convention on Human Rights. The President of the Court, Mathias Guyomar, called for more direct cooperation between the two bodies, in particular to improve the efficiency of the justice system and reduce the length of proceedings.

Several concrete ways were explored, including the organisation of information sessions at the Court on the CEPEJ’s tools, and joint events on topics of mutual interest such as strengthening and maintaining trust in the judicial system, artificial intelligence and its ethical principles, and the proper enforcement of court decisions. The CEPEJ’s support for the wider dissemination of the Court’s case law within national courts was also mentioned as a means of strengthening this institutional cooperation.

This meeting followed a working lunch organised in Malta in October 2025 between the President of the Court and the CEPEJ Bureau, as well as the Chairs of the CEPEJ Working Groups. Both bodies expressed their firm commitment to further strengthening their cooperation.
