Court Coaching Project in Kosovo* addressing the excessive length of proceedings in the Basic Court of Pristina

On 28-29 November 2017, a CEPEJ international expert met with the President of the Basic Court of Pristina, its statistics officer and civil judges to work on the implementation of a court-coaching project within the civil department of the court to address the excessive length of proceedings. For this purpose, measures to improve the current system of collection and analysis of statistics within the court were discussed to gradually change its current focus on the number of solved cases to other key indicators of the court’s performance. These include the length of proceedings, the age of the pending cases, and the clearance rate which should be analysed comparatively also, on the basis of the data compiled per categories of cases and per departments or courts. Accordingly, the Basic Court of Pristina will now start monitoring the length of proceedings in its civil division. The same could then be proposed to other courts. This activity took place under the KoSEJ Action “Strengthening the efficiency and quality of the justice system in Kosovo”, which is part of the programme entitled " ’Horizontal Facility for the Western Balkans and Turkey ; co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
