The CEPEJ Working Group on Judicial Time Management (CEPEJ-SATURN) will meet in Strasbourg on 9 and 11 April 2025. The discussions will primarily focus on case-weighting – a method for assessing court workloads based on case complexity - for which a tool is currently being prepared to support States in improving the efficiency of judicial systems.
Other items on the agenda are the potential impact of artificial intelligence on the efficiency of courts and the length of civil proceedings. The Working Group has undertaken a detailed analysis of the length of the various procedural stages of civil cases and the causes of delays at each stage. In this context and for the first time, representatives of courts belonging to the CEPEJ Pilot Court Network will participate in the discussions to consider possible solutions to address the excessive length of civil proceedings.
The Working Group will also study the functioning of the workload measurement tools used in courts across Europe and the new priorities that could be included in its draft mandate for 2026 and 2027, which will be examined by the CEPEJ next December.
