Back Conference "excessive length of civil and criminal proceedings in ukraine in the contexte of the case-law of the european court of human rights: possible solutions and effective remedies"

On 27 October 2016 in Kyiv a conference “Excessive length of civil and criminal proceedings in Ukraine in the context of the case-law of the European Court of Human Rights: possible solutions and effective remedies” was jointly organized by the High Specialised Court of Ukraine for Civil and Criminal Cases, the Government Agent before the European Court of Human Rights and the Council of Europe project “Support to the implementation of the judicial reform in Ukraine”.

The conference was attended by the President and judges of the High Specialized Court of Ukraine for Civil and Criminal Cases, presidents of appellate courts of general jurisdiction, members of the High Qualification Commission of Judges of Ukraine, the Government Agent before the European Court of Human Rights and representatives of the Ministry of Justice of Ukraine, representatives of the National Police of Ukraine, National Association of Lawyers of Ukraine, representatives and experts of the Council of Europe.

During the conference presentations were delivered by Mr Borys Gulko, the Head of the High Specialized Court of Ukraine for Civil and Criminal Cases, Mr Ivan Lishchyna, Government Agent before the European Court of Human Rights, and Ms Ganna Kolesnyk, Head of the Committee on the protection of lawyers’ rights of the National Association of Lawyers of Ukraine, as well as by representatives and experts of the Council of Europe – Mr Pavlo Pushkar and Mr Oleksandr Ovchynnykov, from the Department of the Execution of Judgments of the European Court of Human Rights, Ms Nina Betetto, Vice-President of the Supreme Court of Slovenia and a member of the Bureau of the Consultative Council of European Judges, Mr Pavel Reberc, Director of “E-IUS d.o.o.” and an expert of the Council of Europe in the e-justice field.

The participants of the conference discussed the issue of the excessive length of civil and criminal proceedings in Ukraine, which had been indicated by the judgments of the European Court of Human Rights, and exchanged the views on further steps to be taken for developing solutions to the problem at issue and providing for effective remedies at the national level.
