The Horizontal Facility for the Western Balkans and Turkey is a co-operation initiative of the European Union and the Council of Europe for South East Europe.  It is a three-year programme, which was implemented from May 2016 for a period of 36 months. The actions under the Horizontal Facility are funded primarily by the EU and are co-funded and implemented by the Council of Europe.

Through the Horizontal Facility, the European Union and the Council of Europe assist beneficiaries in South-East Europe in complying with Council of Europe standards and the European Union acquis in the context of the enlargement process, covering three themes: ensuring justice, fighting economic crime, and combating discrimination and protecting the rights of vulnerable groups.

STRENGTHENING THE ACCOUNTABILITY OF THE JUDICIAL SYSTEM

The action on the Accountability of the Judicial System in Montenegro started on 1 November 2016 and continued until 23 May 2019.

The Strategy presentation event, organised in the European Union Information Centre in Podgorica in co-operation with the Council of Europe Programme Office in Podgorica and the Centre for Training in Judiciary and State Prosecution Service, highlighted the following key goals of the Strategy of the Centre for Training in Judiciary and State Prosecution for the period 2019-2022: further improvement of the training quality, organisational development and strengthening and enhancing the recognisability and visibility of the Centre.

The president of the Governing Board of the Centre for Training in Judiciary and State Prosecution, Ms Senka Danilović stated that investing in knowledge is a guarantee of competence, professionalism and independence. “We prepared the Strategy for a four-year period and defined the following three areas where we can achieve greater results: improvement of training quality, further development and strengthening of the institution and enhancing the recognisability and visibility of the Centre”. Ms Danilović specifically emphasised the significance of the expert support provided to the Centre in the strategic planning process by the European Union and the Council of Europe experts.

The president of the Programming Council of the Centre for Training in Judiciary and State Prosecution, Mr Radule Kojović said that the continuous improvement of the training quality is one of the key strategic goals for the future period. “This strategic goal is the most elaborated one within the Strategy. The Centre defines six key objectives for improvement of the training quality, which are further developed through numerous strategic guidelines”, explained Mr Kojović.

The Governing Board member of the Centre for Training in Judiciary and State Prosecution, Ms Sanja Jovićević, when speaking about the strategic goal related to enhancing the recognisability and visibility of the Centre, said that excellent co-operation has been established between the Centre and the courts, prosecution offices, Judicial and Prosecutorial Councils, non-governmental organisations and relevant international partners.

In the forthcoming four-year period, the European Union and the Council of Europe will strive, through the project activities, to provide all necessary expert and technical support to the Centre in fulfilment of the Strategy goals and guidelines, thus supporting the strengthening of the competence, independence and professionalism of the judicial professionals in Montenegro.

The activity was organised within the framework of the Council of Europe Action “Accountability of the Judicial System” which is being implemented in Montenegro under the joint Council of Europe and the European Union programme “Horizontal Facility for Western Balkans and Turkey”.
