The Horizontal Facility for the Western Balkans and Turkey is a co-operation initiative of the European Union and the Council of Europe for South East Europe.  It is a three-year programme, which was implemented from May 2016 for a period of 36 months. The actions under the Horizontal Facility are funded primarily by the EU and are co-funded and implemented by the Council of Europe.

Through the Horizontal Facility, the European Union and the Council of Europe assist beneficiaries in South-East Europe in complying with Council of Europe standards and the European Union acquis in the context of the enlargement process, covering three themes: ensuring justice, fighting economic crime, and combating discrimination and protecting the rights of vulnerable groups.

STRENGTHENING THE ACCOUNTABILITY OF THE JUDICIAL SYSTEM

The action on the Accountability of the Judicial System in Montenegro started on 1 November 2016 and continued until 23 May 2019.

The results of its aim to strengthen the independence, accountability, professionalism and overall efficiency of the judicial system in Montenegro in line with European standards are available by clicking on the Infographic.

The third Steering Committee meeting for the Horizontal Facility Action “Accountability of the Judicial System” took place on 6 February 2018 in Podgorica, hosted by the Prosecutorial Council of Montenegro, one of the key project partner institutions.

Mr Ivica Stankovic, Supreme State Prosecutor of Montenegro, opened the meeting, which was attended by representatives of Delegation of the European Union to Montenegro and of the Council of Europe, together with the main beneficiary institutions – Judicial Council, Prosecutorial Council, Supreme Court of Montenegro, Supreme State Prosecutor`s Office, Centre for training in Judiciary and State Prosecution, Ministry of Justice of Montenegro, Ministry of Foreign Affairs of Montenegro, Association of Judges of Montenegro and Association of Prosecutors of Montenegro.

Updates on project progress and plans for the future activities were presented and discussed. Full support to the project was once again confirmed by the partner institutions who also proposed new activities to be included in the project.

The fourth Steering Committee meeting is tentatively scheduled for July 2018.
