On 1 February 2024, the Second Meeting of the Secretary General with Presidents of the Intergovernmental Committees was held in Strasbourg, with Signe Öhman representing the CDCJ as its Vice-Chairperson.

After an introductory session by the Secretary General and the President of the European Court of Human Rights, discussions focused on the follow-up to be given to the commitments made at the Fourth Summit of Heads of State and Government in Reykjavik, in particular to respond to democratic backsliding and to take into account the use of new digital technologies, in order to address challenges to the fundamental values of the Council of Europe around the rule of law, human rights and democracy. The relationship between the Council of Europe and the European Union through intergovernmental activities and cooperation between intergovernmental committees were also discussed.
