GRETA's second evaluation visit to Andorra

A delegation of the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) carried out an evaluation visit to Andorra from 13 to 15 June 2018. The visit provided an opportunity to assess progress in the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings since the first evaluation visit by GRETA in 2013.

During the visit, the GRETA delegation held consultations with officials from the Ministry of the Interior and Justice, the Ministry of Social Affairs, the Ministry of Foreign Affairs, the Directorate of the Police, the Labour Inspection, the Immigration Office, the Public Prosecutor's Office and the judiciary. The delegation also met with members of the Andorran Parliament and with the Ombudsman (Raonador del Ciutadà), Mr Marc Vila Amigò.

In the course of the visit, the GRETA delegation visited a shelter for children and young adults victims of violence, under the responsibility of the Ministry of Social Affairs, which could accommodate victims of trafficking.

The GRETA delegation held separate meetings with representatives of non-governmental organisations, trade unions, the Andorran Institute for Human Rights, the Bar Association and UNICEF Andorra.

The visit was carried out by Mr Frédéric Kurz and Ms Nathalie Martin, members of GRETA, who were accompanied by two members of the Council of Europe Secretariat, Mr Alexander Bartling and Ms Evgenia Giakoumopoulou.

Following the visit, GRETA will prepare a draft report which will be sent to the Andorran authorities for comments. The final report will be made public after its adoption by GRETA.
