GRETA’s second evaluation round visit to Hungary

A delegation of the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) carried out an evaluation visit to Hungary from 8 to 12 October 2018. The visit provided an opportunity to assess progress in the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings since the first evaluation visit to Hungary by GRETA in 2014.

The GRETA delegation met Mr Mátyás Hegyaljai, Deputy State Secretary for EU and International Affairs of the Ministry of the Interior and National Co-ordinator against Trafficking in Human Beings”, as well as officials from the Ministry of the Interior, the Ministry of Justice, the Ministry of Human Capacities, the Ministry of Foreign Affairs and Trade, the Ministry of Finance, the Office of the Prosecutor General, the Office of the Judiciary, the National Headquarters and National Bureau of Investigation of the Police, the National Asylum and Migration Office, and the Department of Child Protection of the City of Budapest. Further, the GRETA delegation met representatives of the police and the Prosecution Service in Békéscsaba.

Discussions were also held with a Member of the Hungarian Parliament and representatives of the Office of the Commissioner for Fundamental Rights.

The GRETA delegation held separate meetings with representatives of non-government organisations, the LIGA Trade Union Federation and researchers.  Further, meetings were held with representatives of the local offices of the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM).

In the course of the visit, the GRETA delegation visited a shelter for female victims of trafficking.

The visit was carried out by Mr Jan van Dijk, First Vice-President of GRETA, and Ms Helga Gayer, member of GRETA, who were accompanied by Mr Mats Lindberg of the Secretariat of the Convention.

Following the visit, GRETA will prepare a draft report which will be sent to the Hungarian authorities for comments. GRETA will subsequently adopt a final report, to be published in the autumn of 2019.
