Findings of the Piloting of Policy and Operational Documents in Turkish Prisons

A Working Group meeting was held in Ankara on the main findings from the piloting of a policy paper and Standard Operating Procedures (SOPs) concerning the discipline and rewards in 5 prisons, including a women’s prison and a prison for juveniles. The meeting brought together key representatives from the Directorate General of Prisons and Detention Houses, including the Director General, as well as an international consultant and representatives from the Council of Europe.

Representatives from pilot prisons shared good practices and discussed the next steps for the classification of rewards, aiming at a better rehabilitation of inmates and their preparation for reintegration into society.

Prison managers shared lessons learned during the piloting of the policy and the SOP. Discussions covered both substantive and procedural aspects, including group work on reward criteria and on measure of the impact of the rewards.

At the end of the meeting, the prison managers agreed on the importance of implementing the policy paper and SOPs in a sustainable way, building on the positive trends observed in other prisons.

This WG meeting was organised within the scope of the Project on "Enhancing the Disciplinary and Reward Procedures for Prisoners in Türkiye” co-funded by Norway, the Human Rights Trust Fund of the Council of Europe, Belgium, Türkiye, the Netherlands, and Switzerland.
