CONF/CIV/TER(2010)SYN1

The Civil Society and Democracy Committee and the Sustainable Territorial Development Committee, meeting on Wednesday 23 June 2010 from 9 am to 12.30 pm and jointly chaired by Antonella Valmorbida and Anne-Marie Chavanon,

1. adopted the agenda [CONF/CIV/TER(2010)OJ1] as it stood;

2. adopted without amendment the synopses of the Civil Society and Democracy Committee – meeting of 27 April 2010 [CONF/CIV(2010)SYN2] and the Sustainable Territorial Development Committee – meeting of 26 January 2010 [CONF/TER(2010)SYN1];

3. heard an assessment of “European Biodiversity Day” held in Strasbourg on 28 April 2010, and noted that the Declaration “Working together for biodiversity, protection of natural areas and the fight against climate change”, signed by the Presidents of the Parliamentary Assembly, the Congress of Local and Regional Authorities and the Conference of INGOs of the Council of Europe, had been officially transmitted to the Committee of Ministers;

      Edith Wenger, leader of the Biodiversity Taskforce, described the numerous favourable reactions from the international bodies invited. Anne-Marie Chavanon, Chair of the Sustainable Territorial Development Committee, said that the exhibition mounted by the NGOs was to be found on the UN website and that the Day had been mentioned in Brussels during European Green Week. She invited the members present to spread the word about the declaration adopted, and especially the dedicated website retransmitting audio and video versions of the entire proceedings, at the following Internet address: http://sustainabledevelopment.unblog.fr.

4. Round Table: from Utrecht to Moscow, governance and sustainable territorial development, future challenges

      heard the introductory remarks of
      - Anne-Marie Chavanon on the work relating to governance conducted by the Sustainable Territorial Development Committee;
      - Antonella Valmorbida on the action taken by the Civil Society and Democracy Committee to follow up the dissemination of the Code of Good Practice for Civil Participation in the Decision-making Process adopted by the Conference of INGOs;

    had exchanges during the Round Table with:

    - Alfonso Zardi, Head of the Council of Europe Department of Local and Regional Democracy and Good Governance, on the content and consequences of the Utrecht Ministerial Conference;

    - Maguelonne Déjeant-Pons, Head of the Council of Europe Division of Landscape Policies and Spatial Planning, on the various aspects of the Moscow Ministerial Conference;

    - Jean-Claude Frécon, Vice-President of the Congress of Local and Regional Authorities of the Council of Europe who forcefully adverted to the desired courses of co-operation between local elected representatives and civil society in a context of multi-level governance and specifically, in the Council of Europe, between the Congress of Local and Regional Authorities and the Conference of INGOs;

      - Alan Meale, Chair of the Council of Europe Parliamentary Assembly’s Sub-Committee on Local and Regional Democracy, who renewed the assurance of the Parliamentary Assembly’s support for the “civil society pillar” of the Council of Europe, on the place of the Conference of INGOs in the Organisation;

      received with satisfaction Alan Meale’s proposal to associate the Conference of INGOs, through its Sustainable Territorial Development Committee, with the Council of Europe parliamentary platform which would participate in the Cancun proceedings on climate in November 2010;

5. adopted in the form of a declaration a text contributing to the 15th session of the Council of Europe Conference of Ministers responsible for Spatial/Regional Planning – CEMAT (8-9 July 2010, Moscow) on the theme of “Future challenges: sustainable territorial development of the European continent in a changing world” presented by Anne-Marie Chavanon, Jean-Pierre Estival and Patrice Collignon; (link to declaration)

6. took stock, under Antonella Valmorbida’s guidance, of possible actions in connection with European Local Democracy Week (ELDW) from 13 to 16 October 2010;

    was informed of a proposal by Antonella Valmorbida on the networking of civil society and democracy actions at European level.
