In 2010, International Year Against Poverty, special attention was given to the theme of combating poverty and to the negotiations for a new convention on preventing and combating violence against women and domestic violence.

The recommendations of the working group on health are appended to Doc. 12219 of the Parliamentary Assembly on preventive health care policies in Council of Europe member states.

The Committee also made considerable efforts to encourage member states who had not yet done so to ratify the Social Charter.

The Committee held a Forum on the Universality of Human Rights in Oslo, Norway, in October 2010, with over 100 participants. The main objective was to reaffirm the universality and indivisibility of human rights.

The three sub-committees were particularly active with regard to the following subjects: science, society and ethics, the right to quality education in all European education systems, the teaching profession in the 21st century and the inclusive dimension of education.
