DRAFT SYNOPSIS
OF THE MEETING HELD ON
Friday 27 January 2012
1. Opening of the meeting by Jean-Marie Heydt, President of the Conference of INGOs and appointment of Veysel Filiz as rapporteur.
2. Adopted the agenda, subject to a change in the order of discussion of items 4 and 5.
3. The new Bureau of the Conference of INGOs and the New Standing Committee were in place.
4. Discussion of the participation of the Conference of INGOs in intergovernmental steering committees: see appended list of representatives appointed to represent the Conference of INGOs. Travel expenses could only be reimbursed for one representative per meeting.
Alfonso Zardi, Head of the Democratic Governance, Culture and Diversity Department, made a statement on the reduction in the number of committees and the terms of reference of the new committees in the context of the reform of the Council of Europe.
Michel Muller, Chair of INGO-Service, made a statement on the operating accounts. Reimbursements had to be requested in advance. Each committee would have a sum of €2 500 and the reimbursements for Cyril Ritchie, Chair of the Expert Council, and Betty Doornenbal, Gender Equality Co-ordinator, would be considered on a case-by-case basis; €3 500 would be available for the travel expenses of the members of the Bureau and the Standing Committee for participation in intergovernmental committees and conferences of the Council of Europe and partners.
Jutta Gützkow, Head of the Civil Society Division, said that the Council of Europe would reimburse the travel expenses of the representatives of the Conference of INGOs at meetings of committees, ministerial conferences and other events up to a maximum of €6 000.
5. Expert Council on NGO Law: Implementation of the decision taken by the Conference of INGOs on 25 January. Update by Cyril Ritchie, whose term had been extended: He proposed that draft terms of reference be drawn up on the basis of those from 2008 and the decisions taken the previous day by the Conference of INGOs for adoption by the Conference in June. The Secretariat underlined the importance of consulting the various Council of Europe players before submitting the proposal.
6. Co-operation with the project “Building a Europe for and with children”: establishment of a working group to co-ordinate co-operation with national and international NGOs working on children’s rights: Anna Rourka could take charge of family and childhood issues. She could act as co-ordinator and set up a specific group while liaising with the people active in this area such as Brigitte Kahn.
7. Other business: The Conference could take part in the forthcoming UNAOC Forum; it would be worthwhile contacting the Permanent Delegation of Austria to that end.
8. Date of the next meeting: The Standing Committee would meet on Monday 23 April at 2 pm and Tuesday 24 April at 9 am. The Bureau of the Conference would meet on Monday 23 April at 9 am.
During the next session of the Conference of INGOs, the Bureau and the Standing Committee would meet in the morning of Monday 25 June. The committees would meet in the afternoon of 25 June and the whole day on 26 June. The Conference of INGOs would hold its plenary summer session in the morning of Wednesday 27 June, followed by a meeting of the Standing Committee in the afternoon.
