SYNOPSIS

FOR THE ATTENTION OF MEMBERS OF THE STANDING COMMITTEE

The Standing Committee of the Conference of INGOs, meeting in Strasbourg on 1 October 2009 with Jean-Marie Heydt in the chair:

    adopted the draft agenda [CONF/SC(2009)OJ6];

    took note of the reports on the meetings of the Bureau of the Conference of INGOs in Lyon on 24 September (consideration of the priorities of the Conference of INGOs and improvement of internal communication) and in Strasbourg on 29 September (Adjustment of the Rules of Procedure of the Conference of INGOs, organisation of the autumn session);

1. Priorities of the Conference of INGOs

    held an exchange of views on the priorities of the Conference of INGOs, on the basis of the document prepared by the Bureau at its meeting in Lyon on 24 September. Some members thought it was necessary to clarify the document further and to give more emphasis to the transversal approach ;

    noted that the document could still be amended; members were asked to send their proposals to the Secretariat as soon as possible;

2. Activities of the committees and transversal groups

    took note of the presentation by Edouard Jagodnik, Chair of the Committee on Culture, Science and Education, of the project concerning a forum on universal human rights in Oslo (Norway) in autumn 2010, in partnership with the European Wergeland Centre (a centre on education for intercultural understanding, human rights and democratic citizenship, set up in co-operation with the Council of Europe and based in Oslo);

    decided, following an exchange of views, to approve this project, subject to the availability of outside funding and further information on the body which would be responsible for managing the funds;

    Also took note of the information and proposals communicated by other committees, in particular:

        o The proposal by the Civil Society and Democracy Committee to hold “regional meetings”, which should be fully in line with the priorities of the Conference of INGOs and, where Belarus, for example, was concerned with the guidelines laid down by the Council of Europe;

        o The information on the establishment of a working group on sects and human rights within the Human Rights Committee; this Committee’s projects with regard to strengthening media education;

        o the initiatives the Sustainable Territorial Development Committee proposed to take in 2010 in liaison with the World Biodiversity Year;

3. Co-operation with the Council of Europe North-South Centre – Draft agreement for opinion

    Approved the draft agreement revised by Sophie Dimitroulias, Bureau Rapporteur, and decided to submit it for adoption by the Conference of INGOs at its meeting in January 2010, subject to the approval of the Executive Council of the North-South Centre at its meeting on 12 November 2009;

4. Participation by the Conference of INGOs in the intergovernmental steering committees

    Adopted the list of representatives of the Conference of INGOs on a number of intergovernmental committees and sub-committees, for one year as from 1 October 2009; however, the actual participation of representatives appointed to attend the meetings of committees and sub-committees would depend on the availability of budgetary resources and the costs of only one representative per committee or sub-committee meeting would be met;

5. Procedure for the granting and withdrawal of participatory status

    took note of the information provided by the President concerning the procedure for the granting and withdrawal of participatory status and the ensuing exchange of views, which highlighted the fact that it was necessary to consider the possibility of granting participatory status twice a year and the best ways of keeping the Standing Committee informed of the cases in which participatory status had been granted or withdrawn.
