Action against Trafficking in Human Beings

Strasbourg, 22 February 2012 - The Council of Europeís Group of Experts on Action against Trafficking in Human Beings (GRETA) has published today its first evaluation report on the Republic of Moldova.

In the report, GRETA notes the steps taken by the Moldovan authorities to combat trafficking in human beings, through the adoption of specific anti-trafficking legislation and putting into place a National Referral System for Assistance and Protection of Victims and Potential Victims of Trafficking.

That said, GRETA urges the Moldovan authorities to develop and implement further measures to identify victims and potential victims of trafficking. Particular attention should be paid to groups vulnerable to trafficking, such as women from socially disadvantaged families, women subjected to domestic violence, children left without parental care and children placed in state institutions.

As regards assistance to victims, GRETA considers that there is need for providing additional human and financial resources to the agencies involved in the provision of assistance measures. Further, considering the low number of victims who have received compensation from perpetrators, GRETA urges the Moldovan authorities to set up a State compensation scheme accessible to victims of trafficking.

Concerning the application of criminal legislation, GRETA considers that the investigation of trafficking offences should be improved with a view to ensuring that they lead to proportionate and dissuasive sanctions. In this context, particular attention should be paid to cases of THB allegedly involving public officials.

Prior to drawing up its evaluation report, GRETA held consultations with the relevant authorities and non-governmental and international organisations active in the field of combating trafficking in human beings in the Republic of Moldova. A confidential first draft of the report was sent to the Moldovan authorities and their comments were taken into account in the final evaluation report adopted by GRETA. This report is published together with the final comments of the Moldovan authorities, as provided for by the Council of Europe Convention on Action against Trafficking in Human Beings.

On the basis of GRETAís report, the Committee of the Parties to the Convention will consider adopting recommendations addressed to the Government of the Republic of Moldova.
