1st Evaluation Round: GRETA visits Armenia


Strasbourg, 25 October 2011- A delegation of the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) carried out a country visit to Armenia from 17-20 October 2011, in order to prepare its first monitoring report on the fight against human trafficking in this country.

This was the 11th country visit carried out in the context of the first round of evaluation of the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings. GRETA initiated the first evaluation round in respect of the second group of 10 Parties to the Convention (Armenia, Bosnia and Herzegovina, France, Latvia, Malta, Montenegro, Norway, Poland, Portugal, United Kingdom) by sending a questionnaire for the evaluation of the implementation of the Convention to their respective authorities on 25 February 2011.

During the visit, the GRETA delegation held meetings in Yerevan with the Secretary of the Council to Combat Trafficking in Human Beings, the Inter-Agency Working Group on Combating Trafficking in Human Beings, senior officials of the Police of the Republic of Armenia, the Ministry of Justice, the Ministry of Foreign Affairs, the Ministry of Labour and Social Affairs, the Ministry of Health, the Ministry of Education and Science, the Ministry of Sport and Youth, the General Prosecutorís Office, the National Security Service, as well as with representatives of other public bodies. It also met with representatives of the judiciary. The GRETA delegation held meetings with representatives of intergovernmental and non-governmental organisations active in combating trafficking in human beings and protection of human rights. Further, the GRETA delegation visited a shelter for victims of trafficking. In addition, the delegation met with representatives of the local authority (marzpetaran) of Yerevan, involved in preventing and combating trafficking in human beings.

The visit was carried out by Ms Leonor Rodrigues and Mr Helmut Sax, members of GRETA, who were accompanied by Mr David Dolidze of the Anti-Trafficking Secretariat.

On the basis of the information gathered during the visit and the Armenian authoritiesí reply to the questionnaire, GRETA will prepare a draft report containing its analysis of the implementation of the Convention by Armenia, as well as suggestions for possible improvements and further action. This draft report will be transmitted to the Armenian Government for comments before GRETA prepares its final report, which will be made public along with eventual comments by the Government.
