GRETA evaluation visit to Luxembourg
19.12.2012 - A delegation of the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) carried out an evaluation visit to Luxembourg from 11 to 14 December 2012. This visit was organised in the context of the first round of evaluation of the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings (2010-2013).
During the evaluation visit, the GRETA delegation held consultations with representatives of the Ministry of Justice. The GRETA delegation also met, among others, Mr Robert Biever, State Attorney General, Ms Nathalie Jung, Vice-president of the Luxembourg First Instance Tribunal, and Mr Ernest Nilles, Chief Investigating Judge. Furthermore, the GRETA delegation met Ms Andrée Colas, First Advisor to the Government on National Security, of the Ministry of the Interior as well as representatives of the law enforcement authorities. In addition, the GRETA delegation held consultations with representatives of the Ministries of Foreign Affairs, Family and Integration, Health, and Equal opportunities, as well as representatives of the Luxembourg Office for Integration and the Labour Inspectorate. The delegation also met the Ombudsperson, Ms Lydie Err, and members of the Consultative Committee on Human Rights, including its President, Mr Jean-Paul Lehners. The GRETA delegation met the Chairman of the Family, Youth and Equal opportunities Committee, Mr Jean-Paul Schaaf, and other members of this Committee and the Legal Affairs Committee of the House of Representatives. Furthermore, the GRETA delegation visited the Immigration Removal Centre of Luxembourg.
In addition, the GRETA delegation met representatives of non-governmental organisations active in combating trafficking in human beings and protecting human rights as well as representatives of the International Organisation for Migration.
In the course of the evaluation visit, the GRETA delegation visited two shelters which can accommodate women victims of trafficking.
The evaluation visit was carried out by Mr Nicolas Le Coz, President of GRETA and Ms Leonor Rodrigues, member of GRETA, who were accompanied by Mr Gerald Dunn of the Anti-Trafficking Secretariat.
On the basis of the information gathered during the evaluation visit and the reply from the Luxembourg authorities to GRETA’s questionnaire, GRETA will prepare a draft report containing an analysis of the implementation of the Convention by Luxembourg and suggestions for further action. This draft report will be transmitted to the Luxembourg authorities for comments, which will be taken into account by GRETA when establishing its final report. GRETA’s final report will be made public, together with eventual comments by the Luxembourg authorities.
