GRETA’s first evaluation visit to Serbia

Strasbourg, 22 April 2013 - A delegation of the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) carried out an evaluation visit to Serbia from 15 to 19 April 2013. The visit was organised in the context of the first round of evaluation of the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings.

During the visit, the GRETA delegation met Mr Vanja Vukić, State Secretary at the Ministry of the Interior, Mr Vladimir Božović, State Secretary at the Ministry of the Interior, Mr Milorad Veljović, Director of the Police, and Mr Mitar Djurašković, National Co-ordinator for Combating Human Trafficking. Consultations were also held with senior officials from other relevant ministries, public prosecutors and judges.

Further, the GRETA delegation held an exchange with members of the National Assembly of Serbia. It also met Ms Tamara Lukšić-Orlandić, Deputy Ombudsman for Children’s Rights.

The GRETA delegation also met members of non-governmental organisations (NGOs) active in combating trafficking in human beings, other civil society representatives and representatives of intergovernmental organisations present in Serbia.

In the course of the evaluation visit, the GRETA delegation visited the Centre for the Protection of Victims of Human Trafficking in Belgrade and two social care establishments, in Belgrade and Novi Sad, providing accommodation and assistance to children victims of human trafficking. It also visited an NGO-run shelter for women victims of human trafficking.

The visit was carried out by Ms Kateryna Levchenko and Mr Jan Van Dijk, members of GRETA, who were accompanied by two members of the Secretariat of the Convention on Action against Trafficking in Human Beings, Ms Petya Nestorova, Executive Secretary, and Mr David Dolidze.

On the basis of the information gathered during the visit and the reply from the Serbian authorities to GRETA’s questionnaire, GRETA will prepare a draft report containing an analysis of the implementation of the Convention by Serbia and suggestions for further action. This draft report will be transmitted to the Serbian authorities for comments, which will be taken into account by GRETA when establishing its final report. GRETA’s final report will be made public, together with possible final comments by the Serbian authorities.
