Action against Trafficking in Human Beings



Launching event of the Joint Council of Europe/United Nations Study on trafficking in organs, tissues and cells and trafficking in human beings for the purpose of the removal of organs

This new joint Council of Europe/United Nations publication was presented at a special launching event in the United Nations headquarters in New York on 13 October 2009 on the occasion of the 64th Session of the United Nations General Assembly.

This event was organised by the Council of Europe and the United Nations and co-sponsored by Slovenia, as the country holding the current Chairmanship of the Committee of Ministers of the Council of Europe and Spain, as the country previously holding the Chairmanship of the Committee of Ministers of the Council of Europe and the world leader regarding organ donation and organ transplantation.

Ms Maud DE BOER-BUQUICCHIO, Deputy Secretary General of the Council of Europe and Ms Rachel N. MAYANJA, Assistant Secretary-General and Special Adviser on Gender Issues of the United Nations gave opening addresses. Ambassador Sanja ŠTIGLIC, Permanent Representative of Slovenia to the United Nations and Ambassador Juan Antonio YÁÑEZ-BARNUEVO, Permanent Representative of Spain to the United Nations gave welcome speeches.

The Joint Study was prepared in the framework of the co-operation between the two international intergovernmental organisations, in particular in keeping with the United Nations General Assembly Resolution on Co-operation between the United Nations and the Council of Europe (A/RES/63/14).

The four authors of the Study acted as panellists:

    · Mr Arthur CAPLAN, Chair of the Department of Medical Ethics and Director of the Center for Bioethics at the University of Pennsylvania in Philadelphia (United States of America),
    · Ms Beatriz DOMÍNGUEZ-GIL, Medical Adviser, National Transplant Organisation (Spain)
    · Mr Rafael MATESANZ, Director of the National Transplant Organisation (Spain), President of the Iberoamerican Network/Council of Donation and Transplantation and former Chair of the European Committee on Organ Transplantation of the Council of Europe
    · Ms Carmen PRIOR, Public Prosecutor (Austria)
