Study visit on prison healthcare to Spain

On 1-5 April 2014, the Council of Europe is organising a study visit to Spanish prisons and medical institutions for eight high-ranking officials, including the Minister of Corrections and his Deputy. The study visit aims to show the Spanish experience in reforming the prison healthcare system to the Georgian participants.

The study visit will include meetings with representatives of the Spanish Penitentiary Department and visits to a number of prisons and hospitals serving prisoners in Madrid. In Barcelona, the Georgian delegation will have meetings at the Department of Justice and will additionally visit various prisons and civil hospitals.

The knowledge and experience obtained during the visit will help the Ministry of Corrections in developing a new strategy and action plan for the penitentiary healthcare system.

The study visit is organised in the framework of the European Union/Council of Europe Joint Programme “Human Rights in Prisons and Other Closed Institutions in Georgia”, launched in July 2013, which aims to strengthen human rights and improve access to healthcare for persons deprived of their liberty.
