    I. OPENING OF THE MEETING BY THE CHAIR AND ADOPTION OF THE AGENDA

    II. CDPATEP’S PROPOSED TERMS OF REFERENCE FOR THE NEW COMMITTEE TO BE SET UP IN 2012

The discussion will be based on outline Terms of Reference drafted by the secretariat taking into account the discussions held during the plenary session of the CDPATEP on 5-6 May 2011. The same outline will also be presented to the CDCULT Bureau which will meet in July. On the basis of the two bureaus’ contributions, the two Committees’ proposals for the future Terms of Reference will be finalised by the Chairs and Vice-Chairs.

1. Main tasks and objectives of the new Committee.

Similar comments were made within both the CDPATEP and the CDCULT regarding the title of the future Committee. This item could be raised at the same time as the description of the general objectives of the new structure.

2. Activities supervised by the Committee in 2012-2013

The document CDPATEP (2011) 22 is an extract of the document of the Secretary General SG/Inf (2011) 9 Final) on the new working structures.

3. Desirable composition of the Committee and profile of its members and observers.

4. Working Methods

i Number and length of meetings in 2012 and 2013
ii Number of Bureau members and number of Bureau meetings
iii Working methods adopted between sessions.

5. Subordinate structures

The Bureau on 22-23 June should in particular deal with the diverse structures to be set up to ensure the follow-up of the heritage and landscape conventions and the implementation of the programme. The following suggestions are purely indicative and Bureau members are invited to discuss them with their own authorities as well as with other CDPATEP members to agree on the best proposals to put forward.

i. Specific question concerning intergovernmental follow-up of the conventions: possibility of meetings (for each Convention) of states having ratified the conventions (expenses borne by participants?).

The responsibility of political follow-up of the different conventions should in principle be entrusted to the new Committee covering heritage as currently covered by the CDPATEP but States would retain the possibility of asking for specific meetings limited to States having ratified.

ii Confirming the CoE as a platform which brings together public authorities, ONGs representing civil society and other international governmental and non-governmental institutions.

- Maintaining the bi-annual European Landscape Convention conferences.

    - Creating a  European Conference on Heritage  (the title should be improved) on the same lines as the European Landscape Conference based on the three heritage conventions (periodicity, profile of participants, choice of themes examined and ways of reaching out to civil society, etc.);

There would need to be a discussion on the chronology and links between three types of conferences with similar objectives and make-up but with distinctive target audiences and professional backgrounds which vary according to the themes examined: Conferences on landscape; CultureWatchEurope Conferences on cultural policies; and thematic conferences on heritage. The “European Heritage Forums” linked to the European Heritage Days have so far provided a preview of what the future “Heritage Conferences” could look like. However, the aim would be to no longer rely on the EHDs for these conferences and consequently the content of the CoE/EU joint action would need to evolve in one way or another.

iii Identification and composition of restricted groups of experts dealing with specific themes during the Committee’s mandate (tasks, profile of members, approximate number of meetings, working methods).

This item should be directly linked to the 2012-2013 expected results of the new Committee, which in turn should be linked to the intergovernmental bi-annual programme adopted by the Committee of Ministers. Working premise to be confirmed, reviewed or completed:

    - Group on the implementation of the Granada/Faro conventions (using the case study modules in the new Herein 3 tool). During 2012-2013 the Group could either concentrate solely on the Granada / Faro themes or include follow-up on the Valletta convention as from 2013;

    - Group on the European Landscape Convention: themes to be identified for 2012-2013 in conjunction with the themes handled in the  landscape workshops ;

    - Group on the implementation of the Regional Cooperation and Technical Assistance Programme. As an evaluation has already been carried out on this programme highlighting the interest of its activities it does not seem appropriate to foresee an evaluation group at this stage. If a group were to be set up, its objective in 2012-2013 could aim at using the experience gained by this programme for all the CoE member states and their inclusion in the general follow-up process of convention implementation;

    - With regard to the heritage and landscape information systems and the EHD, a mini-group of specialised experts could be set up. Alternatively a simple working group could bring together members of the new Committee working with expert consultants.

    - Other aspects regarding the Terms of Reference.

    III. INFORMATION BY THE SECRETARIAT ON THE WORK OF THE WORKING GROUP  REVIEW OF COUNCIL OF EUROPE CONVENTIONS

The CDPATEP will have been invited by circular letter towards the end of May to give its opinion on the ranking of conventions set up by this group. The Bureau could adopt the response received following this consultation.

    IV. COMMUNICATION AND AWARENESS RAISING OF THE FARO CONVENTION

An exchange of views should be held together with the Parliamentary Assembly and countries which have recently ratified or are about to ratify the Faro Convention on a media event organised together with the Assembly or any other initiative to be foreseen in one of the signatory states.
