IRPP/SAAH: Preliminary Technical Assessment (PTA)
 All monuments and sites on the Priority Intervention List are subject to preliminary technical assessments. Their purpose is to identify technical requirements and broad cost estimates for each phase of every proposed intervention, from initial conservation to full rehabilitation, required at each building or site identified on the Prioritised Intervention Lists. The guidance document published as part of the IRPP/SAAH was designed in order to ensure a consistency of approach across countries and across building and site types, presenting methodological guidelines for technical activity. Since this phase of analysis is a crucial operational and programmatic stage in the process of attracting potential donors, it has been drawn up with the requirements of international funding agencies in mind, acknowledging particularly the information requirements of the Council of Europe Development Bank and those of the World Monuments Fund (WMF).
